We need to use ROS1, For that we need to install Ubuntu first.

there are two way to install Ubuntu in PC.

1. install different partitions such as new disk(HDD or SSD) or different partition on your PC ( in case your PC is already installed Windows or etc..)
2. WSL( Windows Subsystem for Linux) ****that can run linux on Windows. (but it does not provide all features.)

you can choose option based on your environment.

We strongly recommend installing Ubuntu directly on your PC rather than a virtual environment such as WSL.
